I. Project Overview

1. Project Name: Ahdeb Project Business Outsourcing Services, Iraq
2. Scope of Services:

A third-party service provider shall deliver the following ten (10) business outsourcing services to the Ahdeb Project Management Department (Head Office) and operating drilling teams:

1) Drilling operation coordination and production operation management support services;

2) Project administrative affairs and personnel management support services;

3) Materials planning, warehousing, and logistics coordination support services;

4) Project financial accounting and cost control support services;

5) Project Management Department camp operation and logistics support management services;

6) Drilling team camp operation and living support management services;

7) On-site drilling operation technical and production support services;

8) On-site drilling operation supervision and quality & safety management services;

9) Drilling fluid technical support and on-site service outsourcing;

10) Camp catering and living services outsourcing.

3. Tender Scope: Business outsourcing service providers

4. Project Location: Ahdebeb Oilfield, Iraq

5. Service Period: January 24, 2026 to January 23, 2027

II. Technical Requirements

1. The bidder shall provide sufficient categories and quantities of service personnel to meet on-site operational needs.

2. The bidder shall provide personnel who meet the requirements of the relevant service categories, including required industry certificates.

3. The bidder shall have full control over its service personnel and ensure continuity of on-site services.

4. The bidder shall have a sound management system and lawful labor contracts.

III. Bidder Qualification Requirements

(I) Basic Qualification Conditions

1. Independent legal entity status;

2. Valid business license;

3. No major violations in the past two years;

4. Audited financial reports for the past two years.

(II) Professional Qualification Requirements

1. Business outsourcing service operation permit or equivalent;

2. At least two (2) years of outsourcing experience.

(III) Other Requirements

1. Consortium bids are not accepted;

2. Capability to handle USD payments.

IV. Prequalification

1. Registration Period:  

December 29, 2025 to January 2, 2026, 24:00 (Iraq Time)

2. Registration Documents:  

1) Business license;  

2) Proof of USD bank account;  

3) Legal representative identification documents;  

4) Certificate of no major violations in the past two years (or a letter of commitment, if applicable);  

5) Audited financial reports for the past two years;  

6) Business outsourcing service operation permit (or equivalent qualification certificates).

V. Rules and Procedures

If the number of qualified bidders is less than 3, the process will continue upon approval from higher authorities. If the number of qualified bidders is greater than 3, the tender documents will be sent to the bidders by email.

VI. Important Notes

This tender is subject to Chinese laws and local laws and regulations of Iraq. The tenderer reserves the right to cancel or re-tender.
